OF DIPLOMACY AND DIPLOMATS
The time that the world is living, and Brazil is part of this world, is complex and is affecting our daily lives, in addition to obscuring our future. For complex times, the country needs qualified people to solve these situations. German Chancellor Bismarck said "that when diplomacy ends, the war begins". And how are we going to solve, for example, our most recent trade conflict with the United States? With diplomacy or with war?
To begin with, there is a mental confusion in using the terms diplomacy and diplomats, which only increases to the extent that the need to solve a situation is, as is the case nowadays, urgent to be resolved. Here is the definition of Wikipedia:
Diplomacy is a set of actions and practices used by representatives of countries to conduct international relations, including negotiations, conflict mediation, promotion of national interests (political, economic and cultural) and the construction of peaceful agreements and treaties between nations. Executed by diplomats, diplomacy seeks to maintain peace, global stability and international cooperation, using dialogue and non-violence as main tools.
In the government structure around the world, it is the Ministry of Foreign Affairs, in Brazil called Itamaraty, in France, Quai d'Orsay, in the USA, State Department, that takes care of the implementation of foreign policy. They are state employees, public servants who pursue a career. In Brazil, 30 candidates are admitted in a universe of 6000 who take the competition every year. With a completed higher education, they study for two years at the Rio Branco Institute, the third diplomatic academy created in the world (the first was that of Vienna and the second, of the Vatican) and begin their career as third secretary. And then, according to, first secretary, counselor, doing again a thesis to pass to second-class minister and then reach the peak with many years of career, First-class Minister, Ambassador or Ambassador. The wife is an Ambassador. That is, a good time of study, knowledge and sweat, changes through the countries to be able to represent Brazil.
The trivialization, even though there are more than 100 international relations courses in Brazil, of diplomacy and the distribution of the title of ambassador to players, dancers and others should not confuse us at a time like this, to understand that it is the professionals who will find the ways to solve the conflict. The others, with a lot of good will, can help, as is happening this week in the discussions in Washington, but the diplomats, who have information, channels of dialogue and by Constitution the burden of representing the country, are responsible for obtaining results. Of course, as long as the politicians on duty don't get in the way.
