BELÉM DO PARÁ TO SANTA MARTA, COLOMBIA
Two diplomatic events of worldwide repercussion are happening in Latin America. One, COP 30, which has not yet ended, in Belém do Pará, 1.4 million inhabitants, in the Amazon and another, the European Union Summit - Latin America and the Caribbean, CELAC, in Santa Marta, Colombia's Caribbean coast, 500,000 inhabitants. In Belém there are 194 countries, and in Santa Marta, 60. For COP 30, Climate Summit, not only came the Crown Prince of the United Kingdom, but also his Prime Minister, the President of France and many, many, heads of state, while at the meeting of Colombia came few, either from Europe or even from the region. Not even the President of the European Commission, who was in Belém, went to Santa Marta. The logistical issue, from Belém to Santa Marta, is six hours of direct flight for those who have their own plane, otherwise, from São Paulo to there it is 9 hours of flight, it may have been heavy.
The meeting in Belém, where a cheese bread costs 45 reais, with emphasis on solutions to climate change, shows the Brazilian capacity for organization, especially content. Traditional Brazilian diplomacy is showing the country's leadership on this issue, and with emphasis, even with the absence of the USA, which for the first time, since 1992, does not participate in multilateralism. The proposal for a rail fund for the preservation of forests is being well accepted, despite the fact that the bias is more to increase the control of investments in preservation by governments than by the private sector. As this will be in practice, in Brazil we have the experience of the Amazon Fund, where money is more used in administration than in projects, no one knows. Anyway, COP30, with the help of the tornado in Paraná, increased the interest of our population in climate change, which is already present in our daily life.
The biannual meeting of 27 members of the EU and 33 countries of our continent took place in Colombia, whose President, Petro, is in the ass with Trump. There was more Venezuela, under threat and without democratic legitimacy. In short, the level of European representativeness was low. Some say because of the logistics, others because no one wants more confusion with the US. The final statement, with 52 points, is like a mother's heart, everything fits. Even so, Venezuela did not sign and neither did Nicaragua. Cuba, yes. And Lula, who moved from Belém to there, made a speech in defense of peace on the continent. Nothing to do with the US attacks on speedboats by alleged drug traffickers. And as a common point between the two meetings, in addition to climate change, is the clamor for more resources to solve problems of all kinds and natures.
The Brazilian leadership, even though Lula stayed a short time in Colombia, in the two meetings, was well felt. The American absence in Belém, even with the Democratic Governor of California present, was much criticized. What about China? No one saw it, but everyone felt his presence.
